Short answer . . . In the USA . . . MOSTLY NO, without help from an EPA certified company.
The answer is an engineering one. It also depends on where you are - in a cold climate or always in a warm climate where no freezing occurs. You can use a cold weather hydrogen generator anywhere - and it generally can use any feedstock, but a warm weather PEM pure gas generator MUST use de-ionized or distilled water and cannot be allowed to freeze.
You cannot convert or tamper with the OEM fuelling system but you can supplement or piggy back with hydrogen so long as it it a parallel system that does not hinder the OEM system. Theoretically at the high end you can put on a complete fuelling system and simply disable or "turn off" the OEM system. The reality is for a car there is likely to be no room for the equipment, while Truck and SUV vehicles or larger usually do.
Detailed answer . . . Federal Law prohibits tampering with emission control systems on emission control regulated engines . . . however on engines not regulated, usually those before 1974 then YES.
There are also some engines which have Exemption Executive Orders which would allow the use of it.
You could also apply for a waiver yourself if you are sure the manner in which it is used does not increase emissions in anyway, and if you are a franchisee we can help with that.
If you are an OEM manufacturer or re-manufacturer of the engine, you could create an engine family modification - and that is a complicated process, but we could also help with that.
Simply putting an older engine in a newer vehicle will not get around the law and and is unlawful.

Please be sure shipping address provided is correct as any delivery exceptions may incur and additional fee. Returns & Exchanges
Unless otherwise specified in the item listing on our website, the receipt or packing slip, or in the following terms, We will accept qualified* products for exchange or refund within 30 days of purchase. There is NO RETURN on custom order, electrical or small repair parts like solenoids, drivers, repair kits or items such as CCM PEM items, rectifiers, etc. Purchase of such parts on this website is to agree with these terms.
Our sales department, within one (1) business day, will issue you a RMA number along with the corresponding return address for you to use when shipping the part back to We. Customers must clearly print the RMA Number provided on the exterior shipping box. Regardless of where it was shipped from, your return must be sent to the address provided together with your RMA number. Returns sent without following this procedure will not be processed. All part(s) must be received by us within 30 days of the original purchase date or issuance of RMA number or credit will not be issued. All qualified* and warrantied returns are inspected and/or tested. For quicker return processing, please be sure to email customer service with the return tracking number so that the return can also be tracked in our system.
For warrantied parts, credit will be issued in the form of a replacement part only, unless the part is out of stock at the time of replacement in which case a full refund will be issued. Returns are subject to a 20% restocking fee which will be deducted from the total purchase price at the moment of refund. Some items are custom made for your application - there are no refunds anywhere we know of on custom made items and also on usually electrical items - and here is no exception. If you buy on line and need to return an item - you pay return shipping - unless the seller or listing says otherwise, unless it is an issue where what you received was not what you ordered in which case the law specifies the seller must pay return shipping if they want the the item back and upon proof and agreement you would then get a refund - unless the proof is absolute then you are entitled to a refund without agreement of the seller

Most "electronic money" - being credit cards and PayPal accounts etc, has a "chargeback" or "unsatisfied purchaser" provision by law which is all handled in different ways that is often all an interference to the contract you have with a seller. On some engine parts and items for fueling - that would be illegal - a violation of the of the Anti-Tampering provisions of the Clean Air Act and you and / or your company would be hit with very stiff fines. Only an Alternative fueling system manufacturer that builds and vends a complete system - which meets EPA FTP proof of fact requirements and accepts liability for the operation of the system may vend such a system. See 40 CFR 85.535. This is also why we can only license the system and can therefore revoke the license if we find out you have tampered with the system in violation of the agreement you entered into with us - and or as amended or supplemented - or the law as we have designed the system and vended it to you for use. That is also why you can use ONLY our approved components as an alternative fueling system manufacturer OEM. ( GM won't stand behind or support you trying to build and use your own ECM !!!) That is also why we charge an annual license fee and periodically upgrade the parts of the system for you - with a lifetime warranty for EACH application you put it on. This is also why we keep ALL communications in writing and through the website and it's database as product vending require a true VIN for each application and item we vend. That is also finally why EACH VIN has a separate account under your company so we may know what parts have been replaced and what issues have arisen with that particular application / vehicle system. . This is all required and implied by the law. See again 40 CFR 85.535. This is a small price to pay for freeing yourself largely from the fuel pump.
